(2) Training of first-aid teachers in normal institutes and normal summer school to do the kind of very helpful work inaugurated by the division superintendent of Nueva Ecija. Such teachers are regular classroom teachers who have had a little training in caring for emergencies and giving treatment for sores, styes, boils, inflamed eyes, and other simple conditions. Administratively their work can be arranged easily to assign them in municipal schools for this work for one to two hours in the day. (3) Establishment in the high schools and institutions of similar rank a course in personal hygiene applied. This course should have three periods a week for one semester. Where there are prepared teachers, instruction should be given in social hygiene. The problems of sexeducation require a teacher who understands the physiology, hygiene, and sociology involved; who is interested in social and moral education; and who can teach without embarrassment or undue interest. (4) Modification of the physical education program to secure: (a) Relief periods distributed throughout the school day. (b) Use of games and stunts for relief purposes entirely in the first four grades and largely in the intermediate grades. (c) Abolition of the calisthenic drill at recess time. (d) Organization of the recess for play purposes, by using staggard periods and having teachers in charge. (e) Rebuild the game and athletic program in the afternoon. (f) Permit the coachers of athletic teams to accompany teams to athletic meets. (g) Where trained teachers are available, assign them to large high school as teachers of physical education and assistant directors of physical education in the provinces (one to each province). Assignment of academic classes to such teachers should be made only upon approval of the Supervisor of Health and Physical Education. (5) Twenty (20) additional assistant supervisors of health and physical education. As Soon as Possible and Within Three to Eight Years, the Following Should Be Accomplished 1. A syllabus of physical education activities suitable to the needs and opportunities of the Filipino people. 2. A syllabus of health supervision giving: (a) Standards for classification of abnormalities. (b) Standards for participation in school activities. (c) Authorized treatments to be made at the school. (d) Other essential guides in this vital work.
