490 EDUCATIONAL SURVEY OF THE PHILIPPINES whether a fine character is developed or a vicious and mean one depends upon the leadership in this critical means of education. Adequate scholastic standards are important in this respect. Of the 152 public-school athletes who participated in the 1925 National Track and Field Championship (the Carnival games) and whose scholastic records are available, 43 per cent were below average in their classes in all subjects; 19 per cent were below in half or more subjects; 2 per cent were average and below; 9'per cent were average in all subjects; 6 per cent were average and above; 12 per cent were average in half or more subjects; and 13 per cent were above average in all subjects. Table 57 shows this record for the twenty-seven high schools. Expressed graphically, the data in Table 57 are shown in Figure 24. claos SCHOLASTIC STANDING aye rag n all CARNIVAL ATHLETES subjects BUREAU OF EDUCATION 1925 Below average in Vi or more Above subjects Above class 43 % average average in En onI) or more subjecb Average inalj Averahe subject Averoe in some in some Below Above 1z % in o{hers 9%, inooher! 2% 1,6% __ Fig. 24 INTERPROVINCIAL MEETS.-It is unfortunate that the Survey Commission was unable to observe interscholastic and interprovincial meets. These are all finished by December. Only the National Track and Field Championships were available. This situation raises several questions that cannot be answeredby the Commission but are worth serious study by school authorities.
