The child accustomed to a clean, attractive, sanitary toilet at the school builds up an attitude toward such kind of convenience. The problem of home sanitation and national sanitation rests upon similar attitudes. Even the much vaunted Antipolo system fails of its purpose because of lack of care. The seat covers in hundreds of toilets inspected were generally broken off or missing, the seat indescribably foul, and the floor itself at times used for improper purposes. A sanitary survey made by the Philippine Health Service and reported to the Superintendent of Schools of the City of Manila, April 9, 1924, has been supplemented by additional inspections by a member of the Commission. Private schools have been included in this supplement. Many of the public schools fall below desirable sanitary standards and all the private schools visited are indescribably insanitary. In one large institution of the private adventure type one toilet for hundreds of students is an actual menace to the public health. In dormitories visited promiscuous expectoration, distributed waste material on floors, walls, and handrails of stairways. The quite general practice of careless expectoration suggests that the teaching of hygiene and sanitation on this point has been very ineffective.
