HEALTH AND PHYSICAL EDUCATION 463 is excellent. This should be continued. But because of the interest of these officers in private practice, because of general failure in the work they have attempted to do, they should be relieved of the health supervision of school children. THE REIY CROSS NURSING SERVICE.-The annual report (1924) of the Health and Nursing Service indicates a policy that is important. It says, "In line with chapter policy the Red Cross in the Philippines should serve as a demonstrating agency and turn over its service to other organizations as rapidly as possible." The Red Cross health services in the schools should not be looked upon as contributions which will continue indefinitely. Conditions may arise which would greatly curtail the educational and social service of this organization. The announced policy of the Red Cross to stop school nursing activities as soon as its demonstration of need and of procedure is complete, should lead the Insular government to plan in relation to these services. The Commission feels that the Red Cross should continue its work especially during the transition period within which the recommendations of the Commission may be undertaken. Instead of one to two years, the Red Cross should plan for a longer period. In the opinion of the Commission the Red Cross should plan to continue three to five years; the Insular government should plan to take over fully and adequately the health care of school children within that time. Moreover, the Women's Clubs and other organizations throughout the Islands might well take over support of school nurses as local club projects. Any plan that favors local support for local activities is to be commended.
