TEACHER TRAINING 447 uncritical submission to rigid regulation from above is it worth while to call them together to be harangued by heads of an educational hierarchy. Such meetings send teachers back to their stations with initiative, intellectual curiosity, and professional pride seriously impaired. And these are the mainsprings of growth. Able people grow under increasing responsibility. Effective administration puts upon each person in a system all that he can carry of independent and final responsibility for accomplishing results. The Survey Commission is of the opinion that at all levels of the organization of school procedure in the Philippines teachers, supervisors, and administrators now receive too little stimulation to exercise authority and to bear corresponding responsibility. Each person tends too much to depend upon some superior to direct him and to limit his feeling of responsibility to the letter of directions given. The Commission is fully aware of the conditions which made such a situation necessary. It raises as a very serious question whether the means which have been used to stimulate professional growth among teachers and supervisors have not now borne sufficient fruit to permit the placing of more responsibility upon these persons. If that stage has been reached, to fail to take advantage of it will seriously hamper farther growth. Not necessarily a rapid but a practicable development in this direction is urged. And there is no suggestion that there shall not be an unfaltering insistence upon the satisfactory discharge of responsibility.
