TEACHER TRAINING 441 Those which are in fact now serving largely as teacher-training institutions and are in strategic locations should be so changed. The schools at Masbate, Baguio, and Malolos are suggested as schools fulfilling these conditions. Since the Survey Commission has not visited all of the provinces it is less able to determine the schools which might wisely be transformed into normal schools than are persons who know the total situation intimately. SUPPORT OF NORMAL SCHOOLS.-The general plan for the support of secondary education of all sorts is outlined in detail in the section of this report dealing with Secondary Education. The Commission believes that the provinces will support liberally to the extent of their ability all of the various types of secondary schools. In establishing the normal schools and in maintaining them for a few years, insular funds may have to be used freely. It is believed, however, that as the standing of the normal schools becomes higher, pride in the schools and recognition of the service they render will persuade the provinces most directly served by a single school to assume a large part of the financial burden. Certainly as a result of high quality of work done and of a policy of selection of students, the social standing of the normal schools will improve. The same factors will influence advantageously the social standing of the teaching profession. There is a significant social aspect of the distribution of normal schools. Under the present situation there is a very free movement of graduates of normal schools from one part of the country to another. This helps in breaking down narrow geographical group distinctions. This free movement of teachers should continue. A policy of furnishing every province with a normal school adequate for its needs would tend to check it. Teacher training is not a local problem. It is a problem of the Islands as a whole. Every normal-school graduate should be looked upon as one prepared to serve anywhere in the Philippine school system. Normal schools should be established in response to insular needs, not in accordance with provincial desires. CIVIL-SERVICE EXAMINATIONS AND STATUS NECESSARY AGREEMENTS BETWEEN CIVIL-SERVICE AND EDUCATIONAL AUTHORITIES.-Appointment to certain educational positions in the Philippines is conditioned by the civil-service status of candidates. The establishment of technical training as a qualification for teachers and supervisors necessitates agreement between educational and civilservice authorities as to the manner of conferring civil-service status. The agreement should cover two points: (1) How shall persons whom the Bureau of Education considers eligible to hold certain positions, because of their technical training, be given the corresponding civil
