424 EDUCATIONAL SURVEY OF THE PHILIPPINES Forty-two teachers were rated; twenty Filipinos and twenty-two Americans. Since opportunity for judging all ten items was not given in every recitation, some teachers were not rated in all respects. A summary of the ratings appears in Table 46. Also forty-two cases clearly constitute an inadequate base for a comprehensive statement in regard to the quality of teaching in the normal schools. But it is too significant to be disregarded, that of the 348 ratings on distinct items of teaching skill observed in the classes of forty-two teachers of prospective teachers, 273, or 80 per cent of the items, were scored as less than first rate; that 170 or 42 per cent were rated as deficient; and almost half of this number as notably deficient. Normal schools must be staffed by persons who can teach well. These persons must be under constant stimulation to teach as well as they can. The observations made do not indicate that this condition is now fulfilled. The difficulties faced in securing a proper personnel are complicated by the language problem. No teacher, American or Filipino, should be on the staff of the normal schools who has not a command of spoken English so adequate that normal-school students during all of their time in the schools shall hear nothing but correct English, correct in pronunciation, in usage, and in grammatical construction. In no other way can the English program of the schools be carried out. At present this condition does not prevail.
