The really significant figure in the table is the percentage of trained teachers. This percentage, since college or university education is not teacher training, is only a part of the 4.66 per cent of the total teaching group in 1922-23. This figure is almost constant for the years reported, and is actually smaller for the last than for two of the five preceding years. From the Seventeenth Annual Report of the Director of Education is taken the following table and quotation concerning the situation from 1909-10 to 1915-16: "Perhaps no figures are more striking and valuable than these which indicate the rapid improvement in the attainment of Filipino teachers as shown in the following table: Grade IV First year Above Year and under to fourth year year 1909-10................................................. 564 2,082......... 1910-11.................................................. 370 2,837......... 1911-12................................................. 178 2,855 89 191 2-13.............................................. 96 3,271 251 1913-14................................................... 78 5,104 341 1914-15................................................... 64 6,237 468 1915-16................................................... 36 7,790 616 a In recent years the teachers with low academic attainments have generally been special instructors in industrial work.
