This term is not truly descriptive. Every person teaching in the public schools in the Philippines has received some training. A very few have /had the complete preliminary training offered in normal schools; some a part of such preparation. The larger number have had only such training as could be given during the period of their service, through short-term institutes, reading circles, helpful supervision, and the like. Within the limits of its possibilities this is real and effective training. That these means can compensate for lack of preliminary preparation cannot be expected. Their proper function is to stimulate continued professional growth upon the firm foundation of adequate preparation taken by teachers before entering the service. With full recognition of the value of this training in service the term "untrained teachers" will be used to include all those who have become teachers without adequate previous technical preparation. It is not safe to assume that a teacher without technical preparation will necessarily be a poor teacher; nor that every person with the best training yet devised will be an effective teacher. But experience has so definitely shown teaching skill to be improvable by well-planned training that average teaching ability in so large a body of teachers as that employed in the Philippine system may be expected to correlate very closely with amount of training. This is upon the assumption that reasonable care is exercised in selecting for admission to normal schools
