A survey of the educational system of the Philippine islands by the Board of educational survey, created under acts 3162 and 3196 of the Philippine Legislature.

364 EDUCATIONAL SURVEY OF THE PHILIPPINES ideals, and interests necessary to make life on the farm profitable, attractive, and significant. EXTENSION COURSES In addition to the rather systematically organized curriculum for pupils coming directly from the elementary schools, courses should be organized for the older members of the community. Every rural high school should develop into a center for the dissemination of knowledge among the adult rural population. Particular attention should be given to the needs of young men and women who are establishing themselves on the farm and founding families. This is the most fruitful period for adult education and one of the most fruitful periods for all education. These young people are actually facing some of life's most serious problems. Knowledge therefore has a practical and immediate value for them which it so often does not possess for those of an earlier age. Also they are less confirmed by long experience in wrong and inefficient practices than are their elders. To them may be offered with profit short, detailed, and technical courses dealing with farm problems that are without interest to their younger brothers and sisters who have not assumed adult responsibilities. The majority of these courses should be offered in the school plant and they should reflect the seasonal changes of the region. In practically every industry there is a relatively slack season when those engaged in the industry have a certain amount of leisure. Courses dealing with any important problem, if demanded by sufficient numbers and if the teaching staff is available, should be offered. Possibly at certain seasons the young men might be accommodated, while at others their places would be taken by young women. Also, where feasible, through short courses, single lectures, or demonstration, the influences of the school should be carried to distant barrios. "Traveling schools," going from community to community and remaining a week in a place to give instruction and demonstration work in agriculture and home making, should be of special value in bringing the rural high school to the adult population. Wherever instruction may be facilitated thereby, lectures and demonstration in this extension of adult educational division, should be given in the dialect. The point to be observed is that this school must depart radically from the conventions of secondary education and devote itself single-mindedly to the service ofthe people. Through its staff it should provide for the rural population an enlightened and trained leadership. The extension service of the Bureau of Agriculture should be coordinated with the efforts of these regional schools in this work. This department of the Government has expert service to place at the disposal
