A survey of the educational system of the Philippine islands by the Board of educational survey, created under acts 3162 and 3196 of the Philippine Legislature.

SECONDARY EDUCATION 333 of 1,092 pupils who were eliminated from four provincial high schools during the first two years of the course. There are three points in this table which merit special attention. First, 23.3 per cent of the total number leaving were not finally eliminated from the educational system. A portion came back to the same school later, but in most instances they were transferred to other schools. Many who were eliminated because of failure to do the work entered other schools. As a rule these were private schools of the lower grade, those run as TABLE 35.-PRESENT EMPLOYMENT OF PUPILS ELIMINATED FROM THE FIRST TWO YEARS OF FOUR PROVINCIAL HIGH SCHOOLS DURING THE SCHOOL YEARS 1921-22, 1922-23, AND 1923-24. If we exclude from the analysis pupils who have continued their education elsewhere, as we should, since strictly speaking they have not been eliminated, and if we also exclude the deceased, the percentage teaching rises to 28.4. This means that the regular high school, although its curriculum and instructional practices have not been shaped to this end, is actually functioning as an important teacher-training institution. Third, only 8.3 per cent of the total, and but 11.2 per cent of the corrected number, are engaged in farming.
