328 EDUCATIONAL SURVEY OF THE PHILIPPINES According to this table 56.4 per cent of the pupils in the three private schools come from outside the Province of Cebu, while almost 90 per cent of the public high-school pupils have homes within the province. The same is true of the schools in Manila. The corresponding percentage for the public high schools is but 25. Corroborative evidence could be presented from other provinces. A partial explanation of this situation in Manila is found in the regulations governing attendance at the Manila high schools. These schools are city schools, and, by levying rather heavy tuition charges on pupils seeking attendance from outside the city, a conscious effort has been made to limit the enrollment in these schools to children whose homes are in Manila. This explains in a measure the small number of children in the public schools and the large number in the private schools from outside the city, but it does not explain the small number in the latter from within the city. Nor does this regulation account for similar tendencies in other provinces. The public high school serves a relatively restricted area because it attracts a great many children of very modest means. The pupils of the private schools, on the other hand, since they represent more largely the favored classes, can and do come from a distance. MENTAL LEVEL OF THE HIGH-SCHOOL POPULATION We have observed that those who attend the public high school come largely from those municipalities which are near the high school. We have also observed that, however more selective socially the private school may be, the public high-school population is drawn from the relatively favored elements in the population. Although this institution has made a notable contribution towards the democratization of secondary education, attendance is still largely dependent on circumstance.
