In both Cebu and Manila the merchant class is somewhat better represented in the private than in the public schools, while the laboring classes have a better representation in the public institutions. Perhaps, however, the surprising fact is that the differences are not greater. After all, it would seem that the two types of institutions draw their pupils from approximately the same classes in the population.
