SECONDARY EDUCATION 321 Cebu, for example, the ratio of pupils enrolled in the provincial high school to the population of the municipality ranges from 22 in Borbon to 328 in Cebu. In Pangasinan the range is from 19 in Bayambang to 510 in Lingayen. Whether or not a boy or girl will attend high school in any province seems to depend in considerable measure on the municipality in which he happens to live. Although there are various factors which enter into the situation to determine attendance, the fundamental factor as revealed by this investigation is that of geographical accessibility. In each of the above provinces, and in two others in which a similar study was made, the highest ratio of attendance to population was found in the municipality in which the provincial high school was located. In this table is given for each of four provincial high schools the percentage of the high-school enrollment coming from the municipality in which the high school is located and the percentage of the provincial population residing in that municipality. Corresponding data are also given for the area within a radius of 20 kilometers of the high school. From the city of Cebu, for example, the municipality in which the provincial high school is situated, comes 26 per cent of the high-school population, whereas but 7.7 per cent of the population of the province resides in this municipality. Moreover, from within a radius of 20 kilometers, an area in which is found but 21.3 per cent of the population of the province, comes 43 per cent of the high-school enrollment. If the tendencies in these four provinces are at all representative, and the members of the Commission believe they are, it may be assumed that approximately 50 per cent of the pupils attending a high school in the Islands will be drawn from within a radius of twenty or twenty-five kilometers of the school building.
