6 EDUCATIONAL SURVEY OF THE PHILIPPINES The entire Survey Staff, therefore, consisted of the twenty-three persons enumerated. Clerical assistants to the number of one hundred and fifty were drawn from the pensionados of the Philippine Normal School and from the students of the College of Education of the University of the Philippines. A portion of the Survey Commission arrived in Manila on January 12, 1925; the remainder, on January 23, 1925. Each member of the group immediately started his work of observation, visitation, conference, and research. Much time was spent in the schools in Manila and in the towns of the provinces immediately adjoining. All of the Commission, together with four research assistants, spent several days in the Province of Laguna. All of the Commission except one, with four research assistants, spent from February 10th until March 6th in visiting schools in the following provinces: Romblon, Capiz, Iloilo, Occidental Negros, Sulu, Zamboanga, Cotabato, Lanao, Bohol, Oriental Negros, Cebu, Leyte, Samar, Masbate, Marinduque, Sorsogon, Albay, Camarines Sur, Tayabas, and Batangas. Some of the Staff visited the schools of Bufacan, Nueva Ecija, Pampanga, Pangasinan, La Union, Ilocos Sur, Ilocos Norte, and the Mountain provinces. While the time spent in each province was short, frequently only a day, the method of work was such that much was accomplished. Visitation or observations usually began at the opening of the schools at 7.30 a. m. and closed late in the afternoon. By special request, the officials and teachers of the places visited refrained from the usual courtesies of entertainment and allowed the Commission to use all of the time in the visitation of schools. This was a matter for regret, but it was essential to the success of the work. However, the Commission was in receipt of many kindnesses, of great hospitality, and of uniform courtesy on the part of the people, of the Government officials, and of the teachers, and of cooperation on the part of all. The method of procedure and the size of the Staff permitted far more effective work than the duration of the visits would indicate. Each member of the Staff was responsible for certain definite phases of school activity. Doctor Duggan was responsible for higher education and private schools and devoted his attention almost wholly to such institutions. Doctor Counts gave all of his time to the high schools; Doctor Williams, to physical education and health education. Doctor Wilson was responsible for the study of teacher training, of the normal schools, and of supervision. Doctor Bonser was responsible for the work of intermediate schools, industrial work, trade schools, and household-arts education. Miss Pennell gave her attention exclusively to the primary grades and especially to the problem of the teaching of English. Doctor
