A survey of the educational system of the Philippine islands by the Board of educational survey, created under acts 3162 and 3196 of the Philippine Legislature.

BOARD OF EDUCATIONAL SURVEY REPORT

This situation made necessary the reconstitution of the Board. The
following men were appointed to fill the vacancies: Dr. Stephen P.
Duggan, Director of the Institute of International Education, of New
York; and Mr. Jose Paez, formerly the Director of the Bureau of
Public Works and at present the General Manager of the Manila
Railroad Company.
To conduct the technical investigation the Board appointed the
following persons experienced in survey work in the United States to
constitute the Survey Commission:
