A survey of the educational system of the Philippine islands by the Board of educational survey, created under acts 3162 and 3196 of the Philippine Legislature.

BOARD OF EDUCATIONAL SURVEY REPORT This situation made necessary the reconstitution of the Board. The following men were appointed to fill the vacancies: Dr. Stephen P. Duggan, Director of the Institute of International Education, of New York; and Mr. Jose Paez, formerly the Director of the Bureau of Public Works and at present the General Manager of the Manila Railroad Company. To conduct the technical investigation the Board appointed the following persons experienced in survey work in the United States to constitute the Survey Commission: PAUL MONROE, Ph.D., LL.D., Director of the International Institute and Professor of Education, Teachers' College, Columbia University, as Director of the Survey Staff. CARTER ALEXANDER, Ph.D., Assistant Director of the Educational Finance Inquiry; formerly First Assistant Superintendent of Public Instruction, State of Wisconsin. FREDERICK P. BONSER, Ph.D., Professor of Education, Teachers' College, Columbia University. GEORGE S. COUNTS, Ph.D., Professor of Education, Yale University. STEPHEN P. DUGGAN, Ph.D., Professor of Education, College of the City of New York, and Director of the Institute of International Education. MARY E. PENNELL, A.M., Assistant Superintendent of Schools, Kansas City, Missouri. HAROLD RUGG, C.E., Ph.D., Educational Psychologist, Lincoln School, and Professor of Education, Columbia University. JESSE F. WILLIAMS, M.D., Professor of Physical Education, Teachers' College, Columbia University. LESTER M. WILSON, Ph.D., Specialist in Latin-American Education, International Institute, and Associate Professor of Education, Teachers' College, Columbia University. To these were added as Research Associates the following: NEMESIO L. AGUNOD, Ph.D., Teacher of English, Philippine School of Arts and Trades. RUBY BAUGHMAN, Teacher of English and Reading Methods, Philippine Normal School. ALBERTA CABANOS, Teacher of Intermediate Geography, Training School, Philippine Normal School. MANUEL L. CARREON, Ph.D., Teacher on Special Assignment, Academic Division, General Office, Bureau of Education. LINO CA:TILLEJOS, Instructor in Economics, School of Commerce, University of the Philippines. SALUD ELEJORDE, Grade IV Critic Teacher. ABBIE F. HAWES, Academic Supervisor, City of Manila. M. R. LIM, Chief of the Service Section, Bureau of Education, Manila. JUANITO MARAMARA, Teacher of English and Mathematics, Manila East High School. SATURNINO MENDINUETO, Assistant Chief, Statistical Division, Bureau of Commerce and Industry, Manila. ELIZABETH MILLER, Teacher of Seventh Grade, Central School. ISIDORO PANLASIGUI, Associate Professor of Psychology, College of Education, University of the Philippines. GREGORIO RAMIREZ, Chief Clerk and Supervisor of Private Schools, Department of Public Instruction, Manila.
