4 EDUCATIONAL SURVEY OF THE PHILIPPINES and at the invitation of the Secretary of Public Instruction, Dr. Paul Monroe, Director of the International Institute of Teachers' College, Columbia University, New York City, visited Manila, conferred with the Secretary of Public Instruction, with the Educational Committees of the Legislature, and with the Director of the Bureau of Education. Following these conferences the Legislature made an additional appropriation 2 sufficient to make the survey effective. On appointment by the Secretary of Public Instruction, Doctor Monroe accepted the Chairmanship of the Board of Educational Survey and the Directorship of the Survey and assumed the responsibility of selecting the members of the technical staff, subject to the approval of the Secretary of Public Instruction. Subsequently, the two other members of the Board of Educational Survey appointed were Dr. T. H. Pardo de Tavera, of Manila, and President Henry Suzzalo, of the University of Washington. Doctor Tavera, who was by universal consent the most polished and productive scholar of the present generation of Filipinos and a fearless, outspoken leader, added much to the prestige of the Board and greatly assisted in its judgments. To the great grief of all connected with the Survey, the death of Doctor Tavera occurred in the midst of our work, on March 28, 1925. Each member of the group had found in him a personal friend and admired him as a most lovable gentleman. The inability of Doctor Suzzalo to reach the Islands in time to participate in the survey created a second vacancy. 'SIXTH PHILIPPINE LEGISLATURE a Third Session J H. No. 1688 [No. 3196] AN ACT TO AMEND SECTION TWO OF ACT NUMBERED THIRTYONE HUNDRED AND SIXTY-TWO, ENTITLED "AN ACT TO CREATE A BOARD OF EDUCATIONAL SURVEY TO MAKE A STUDY AND SURVEY OF EDUCATION IN THE PHILIPPINE ISLANDS AND OF ALL EDUCATIONAL INSTITUTIONS, FACILITIES, AND AGENCIES THEREOF, AND TO APPROPRIATE NOT TO EXCEED FORTY THOUSAND PESOS TO DEFRAY ALL EXPENSES OF SAID SURVEY, AND FOR OTHER PURPOSES." Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same: SECTION I. Section two of Act Numbered Thirty-one hundred and sixty-two is hereby amended to read as follows: "SEC. 2. There is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated the sum of not to exceed one hundred thousand pesos, or so much thereof as may be necessary, to be expended under the direction of the Board with the approval of the Secretary of Public Instruction for the payment of all expenses of every nature and kind which may be incurred in making said study and survey herein authorized: Provided, That the funds hereby appropriated shall be exempt from the effects of Joint Resolution Numbered One of the Philippine Legislature, dated March sixteenth, nineteen hundred and twenty-three." SEC. 2. This Act shall take effect on its approval. Approved, December 2, 1924.
