A survey of the educational system of the Philippine islands by the Board of educational survey, created under acts 3162 and 3196 of the Philippine Legislature.

242 EDUCATIONAL SURVEY OF THE PHILIPPINES day and use the suggestions made, constantly connecting the subject matter with real life problems and situations, marked improvement in results will probably follow. A point in which the course could be strengthened is that of persistently insisting upon the use of maps. Wall maps should be provided for the schools as rapidly as they can be afforded and used on all occasions when place references are made, no matter what the subject. History, reading, and the industrial studies often require the use of maps to give children correct ideas of locations, directions, and place relationships. If wall maps are not available, then textbook maps may and should be used. Children may very profitably work out helpful illustrations of geographical matters on sand tables, in charts, and by both flat and relief maps. Let it be again emphasized that such work should be done by the children, not for them. Many school and life problems show the correlation of geography and other subjects. In all subjects, where geographical influences or controls appear they should be made clear. In the general course for intermediate grades, it is recommended that the geographical aspects of the occupational studies be included with the study of the respective occupations in their places. In the academic course, a new subject or unit of work is proposed for the seventh grade called social science, made up of current problems of local character and problems of world-wide interest, combining elements of geography and history. This study requires much use of geography but not of a kind which would follow the sequence of any textbook. Books on geography, such as textbooks, geographical readers, and books of travel, together with current papers and magazines should be used for this work. GOOD MANNERS AND RIGHT CONDUCT.-The Filipino is temperamentally and traditionally polite, courteous, and generous. He shares with oriental peoples these qualities in a degree which often put to shame the manners of many other individuals in their personal contacts. The Filipino people are admired for these qualities. They should preserve and maintain them, and steadfastly refuse to imitate the ways of any whose manners are less polite and courteous. The schools should help the younger generation to maintain these habits of behavior, not primarily by talking or reading about them, but by securing practice in them. A danger that needs to be kept constantly in mind is that of mistaking outward manners of politeness for depth and strength of character. With these fine qualities of personal contact should go all of the qualities of honesty, fair play, and sincerity that make up character.
