A survey of the educational system of the Philippine islands by the Board of educational survey, created under acts 3162 and 3196 of the Philippine Legislature.

ELEMENTARY EDUCATION 231 should be devoted to subjects of direct value to them with reference to their prospective occupations. The following subjects are suggested as desirable: One period of forty minutes daily in the study and practical work of industrial, agricultural, or home-making activities for the values derived from this kind of work in making the pupils intelligent and efficient in maintaining their own homes, intelligent about the means and methods of industrial life as community problems, and sympathetic with problems and lives of industrial workers. The work should help to hold the attention of these pupils to realities, and it should contribute to the better understanding of other subjects dependent for their meaning and use upon the practical problems of daily life. Pupils need to be taught how to study as well as to have time for study. This academic course is offered as a solution of the problem of the intermediate school program for those pupils who should go on to the general high school or normal school. As has been emphasized, this course should be limited definitely to those pupils who have the equipment and the prospects to prepare for successful entrance into professional occupations. The course should be rigorous and exacting in a degree consistent with the requirements for success in the fields which pupils are preparing to enter. Vocational guidance should be applied in aiding pupils to select the right kinds of occupational subjects in the intermediate schools. One of the purposes which it is hoped to achieve by this suggested organization of the materials of the curriculum to meet the needs as
