230 EDUCATIONAL SURVEY OF THE PHILIPPINES is to offer constructive suggestions which we believe will promote the further realization of the plan as already developed. The first point relative to needs for revision in the foregoing list was that too much is now attempted. The second was that the time allotments are not always in proportion to the relative importance of the subjects. These two points are closely related and must be considered together. AMOUNT OF WORK AND TIME ALLOTMENTS.-In the division of time between general subjects and occupational subjects in the intermediate grades, a very fundamental question is raised. No less fundamental is the question of the selection and organization of occupational subjects to accompany the general work. The time given to the occupational work should be adequate to provide education and training that will be of general vocational value. For this reason, a slight extension of the time hitherto allotted to the occupational studies is recommended. By including within this allotment provision for some closely related subject-matter in arithmetic and drawing, it is believed that reductions in time suggested for these subjects will provide adequate total time for their treatment, even increasing their values for usage. As parts of the general course, agricultural or industrial, and homemaking subjects are included. In every intermediate school two of these occupational subjects should be found, the home-making for girls and the agricultural or industrial for boys. Some schools may have all three lines, but for most communities, the agricultural subjects with the closely related industrial problems of farm and home construction and repair work will be sufficient. A discussion of the organization and content of these occupational subjects in the intermediate school is presented in the chapter on Industrial Subjects. An academic course should be added in the largest municipalities or school centers in the intermediate schools for those pupils who expect to prepare for occupations requiring training in secondary or higher professional schools. These pupils who wish high-school education and training for agriculture, industry, or home making should go to regional high schools of the type recommended in a later chapter. Because the proposal for an academic course in the larger of the intermediate schools is somewhat new, a brief statement of the subjects which should be added to the general course is included. The common work for all pupils, regardless of the occupational subjects which they would take should be the same for the pupils taking the academic course. It represents a kind of "common denominator of experience" for all citizens. The remaining time for academic pupils, the same in amount as that given to the occupational subjects of other pupils,
