ELEMENTARY EDUCATION 207 AGE5 Fig. 17 are over 77,000 young people in the elementary system who are more than sixteen years old, and 5,000 who are 20 or more years of age. The facts concerning the ages of Filipino children are given in detail on Tables 10 and 11. A fact of central importance is the difference between the percentage of pupils of normal age in Grade I and Grade VII. Even in the first grade less than half of the children are of normal age. Due, no doubt, in large part to late entrance into the school, the situation is bad enough in the initial primary grade. But the age status becomes progressively worse and, to a startling degree, in the succeeding grades.
