MEASUREMENT OF INSTRUCTION 197 grasping big movements and principles. For this condition the examination system is in part responsible. We recommend, therefore, that there be an annual administrative check-up of classroom instruction by testing typical classes from selected grades of each division. Tests of the type described should be made each year by the measurement section. These tests should be given without warning and at no stated time by traveling agents of the Bureau. Test blanks can be scored by pensionado students in the normal school and university. The detailed results should be graphically presented perhaps in some such form as is suggested by Charts I to XI. Norms of attainment should be established from the best practices. Study of the results of such a measurement each year might well form the basis of intensive round table discussions by division superintendents. These should be held during the school year at regional points and at Baguio in May during the annual superintendents conference.
