(4) Experiment in typical schools, under typical school conditions.
Try out new methods suggested by the practices and researches of
school people in other countries as well as in the Philippines. Measure
objectively results obtained from different methods. In the light of
conclusions retry the experiments.
(5) When an improvement in attainment is reached by new methods,
try out those methods in a larger number of schools. Extend the use of
the methods generally but as rapidly as is consistent with the training
of local administrators in their use. The latter in turn must train
their own principals, supervisors, and teachers.
The necessary steps, therefore, are perfectly clear: measurement of
present results, establishment of current best practice as tentative standards for the Islands, experimentation with careful measurement, adoption
