MEASUREMENT OF INSTRUCTION 187 English is the language of the schools, no other language standard is as good a goal to set before Philippine schools. The central office of the Bureau of Education is constantly confronted by questions of standards. How well should Filipino children be able to read, write, and speak English before leaving the school? How well informed should they be about their economic, social, and political conditions and about the physical world in which they live? NON-LANGUAGE MENTA( ThJT O.k. JCOPLINO. JCHOOL CQAOED How much manual skill should they have? These are typical questions that the administrative staff of the Bureau should answer definitely. To the present time the Bureau has never answered these questions. Supervisors, principals, and teachers are not told definitely what standards are acceptable in any department of the work. This is a serious gap in the work of administration.
