The examples we have quoted form but a small fraction of the many kinds of stimulating exercises which the Commission collected from the municipal-school system in Bulacan. They are mere illustrations, not a conclusive review of the total effort of those schools. They illustrate clearly, however, how children can be taught to think by giving constant practice in thinking; how vocabulary can be enlarged; how refined discrimination in perception of meaning can be set up. And best of all, they are a fine exhibit of an emphasis on silent reading. In no other way can reading ability be produced in a school system.
