MEASUREMENT OF INSTRUCTION 145 grades higher than those of Bulacan. The chart presents the results from more than 2,000 tests. Although the evidence is not as conclusive as is the evidence presented on Charts I to XI, nevertheless, it clearly suggests that causes other than intelligence are operating to give Bulacan a superior position. Is the superiority of Malolos and Polo due to much training in taking tests? Part of it, undoubtedly, but only a small part of it. Studies have been made in the United States of the effect of practice in raising the scores on tests. It is generally found that one repetition of a test made up of 150 elements will increase the average score of a group 6 to 8 units. Several subsequent repetitions will further raise the average score a little, decreasing amounts, however, with later repetitions. But there are other more important causes of success of these conspicuous classes. Definite, systematic instruction in silent reading we believe to be the chief cause of success. In Bulacan, during the past two years, the division superintendent and his staff have set up a new system of silent-reading instruction based on the frequent use of test material. Short daily and weekly reading exercises in which the central purpose is training in rapid thought-getting are given in each grade. These have been devised by Filipino teachers and supervisors.
