To answer the question we have segregated the test papers by "age" groups, and have used as our basis of final comparison of Filipino and American achievements, the median scores of a "master group" for each grade. The master group for Grade III is made up of 11 years olds; for Grade IV, 12 years olds; Grade V, 13 years olds, etc. These ages represent, for a given grade, a close approximation to the median age of the American children who made the median score. The median scores of the master group for a given grade are almost identical with the median scores for all the pupils of that grade. Table 3 gives the results for general reading ability. An analysis like that for master groups has been made for all age groups, for all tests, and for each grade, from Grade III through the fourth year of the high school. The statistical results are very elaborate and, because of insufficient space, are not published here. They prove, however, that the presence of unusually old pupils in Filipino grades does not tend to raise the median scores of the schools. On the contrary, it tends to lower it. On the average, the moderately young pupils represented by our master groups make typical scores. The very low
