A survey of the educational system of the Philippine islands by the Board of educational survey, created under acts 3162 and 3196 of the Philippine Legislature.

116 EDUCATIONAL SURVEY OF THE PHILIPPINES computation and one in arithmetical reasoning; one measure of information concerning the physical world; one measure of knowledge of history and literature; and one measure of ability to spell. A measure was also obtained from 3,500 individual children of skill in the command of oral English, one of ability to pronounce words out of context, and one of ability to read oral connected discourse. Finally, more than fifteen measures have been obtained with these 32,000 children of ability to comprehend explicit directions given orally in English. To enable us to analyze differences that might be revealed between Filipino and American children, seven thousand tests of mental ability were given. Two thousand of these made no use of reading; that is, they were "non-language." All directions were given orally. Five thousand other verbal tests of mental ability were also given-the Otis Self Administering Test, the Otis Classification Test, and the Thorndike College Entrance Examination. In addition to these tests, in order to provide a measure of ability to do constructive writing in English, several thousand compositions written by Filipino children from grade four to first-year high school were collected. The records of the Bureau of Civil Service were analyzed to obtain a long time measure of the ability of school graduates to write in English. Both public and private schools were tested. The list of private schools in which tests were given in the fourth grade, seventh grade, and first year of high school is as follows: PRIVATE SCHOOLS IN MANILA Anglo-Chinese School, The National Chinese School, The Ateneo de Manila, The Jose Rizal College Association Institute of the Y.
