In the event of death during service a benefit of 50 per cent of the amount to which a teacher would have been entitled at the pensionable age is to be paid to surviving acknowleged children until the age of eighteen, or to the surviving lawful husband or wife until remarriage. Contributions will be refunded with 4 per cent common interest to teachers leaving the service before becoming entitled to a pension. All conditions appear to have been provided for in this Act except financial soundness and accuracy. No provision is made for meeting the accrued liabilities, or to relate the contributions to the prospective benefits, or to prevent retirement after twenty years of service as early as the age of forty. The Survey Board recommends that a competent actuary be employed to study and report upon the provision of this law. THE UNIVERSITY The University of the Philippines is the capstone of the system of public education of the Islands. It is the goal of thousands of ambitious young men and women who are pursuing their studies in the high schools. The parents of these young people are willing to make many and painful sacrifices to send them to the University. Probably no single institution in the Islands is held in higher esteem. This friendly attitude of the people towards the University is reflected in the appropriations made by the Legislature, for though they are insufficient for the University's needs, nevertheless, considering the demands made upon the Legislature for public education generally, it has not been ungenerous. When one considers the progress that the institution has made in the sixteen years of its existence and in the face of many discouraging difficulties, the esteem in which it is held appears justified. The growth of the University has been rapid. In the year 1924 -1925 there were enrolled in its various colleges 3,500 students and instruction was given to 2,500 more in dependent divisions, such as the University High School, the Conservatory of 'Music, and the School of Fine Arts. Building upon the College of Liberal Arts, the University has erected professional schools in all the liberal professions save theology, and in some of the newer vocations which have found a place in University organization. It has been an achievement in which just pride may be taken. However, when an institution has grown so rapidly as has the University of the Philippines, it is almost inevitable that the growth would be accompanied by elements of weakness in organization and administration. It has been impossible to provide space adequate to house the rapidly increasing numbers. The result has been that there is congestion in administration and that instruction in some divisions is carried on under unfavorable conditions. The increase in the financial resources of the University has by no means kept pace with the growth in enrollment. Because such a practice is cheap, compared to the employment
