BOARD OF EDUCATIONAL SURVEY REPORT 103 Moreover, at times there is a lack of adjustment of school instruction and also of industrial and agricultural procedure to the actual life of the people. Though differing in kind the industrial arts of the Mountain people are of the same general character as those of the Moros. The same may be said of agricultural activities and needs. Prolonged attempts should be made through the schools to build upon and to improve these traditional activities. This can only be done through long continued study, through experimentations, and patient effort. It cannot be carried out with frequent change of officials in charge. TEACHER RETIREMENT PENSION SYSTEM A system of retiring pensions or allowances is important as a means of maintaining the morale of the teaching staff, as a method of holding teachers in the service; as a form of reward or economic compensation; and as a principle of social justice. Its immediate practical relation to a school system, however, is financial. The payments required of the teacher constitute the only incidents of the system, of which for many years he is aware. Furthermore if the system of pension is not financially sound, none of the advantages enumerated 'above actually occur. The Philippine Legislature enacted a pension law, No. 3050, approved in 1922, which is most generous in its intent and in its terms. As a substitute for an analysis and discussion of this law, we will quote from the last annual report of Doctor Pritchett, President of the Carnegie Foundation. It is sufficient to say that the Carnegie Foundation has had a more extended experience in this field than has any other organization and has given more careful study to the subject: The Fifth Philippine Legislature has enacted a pension system for the teachers in the Islands, which while on a contributory basis, is actuarially unsound. The system is to be administered by a Pension and Investment Board consisting of the Secretary of Public Instruction, the Director of Education, the Insular Treasurer, the Insular Auditor, and three members, of whom two must be teachers, appointed by the GovernorGeneral. Teachers are required to contribute 3 per cent of their monthly salaries, which will be duplicated, but not assigned to individual accounts, by the Government. The funds are to be supplemented by moneys "resulting from fines, leaves of absence without pay, unfilled positions, and other salary savings for positions the holders of which are or will be entitled to the provisions of this Act, and with donations, gifts, legacies, or bequests of individuals, corporations, or organizations." Teachers may retire at any time after twenty years of service without an age qualification on pensions rising, by one-tenth every three years from four-tenths of average salary during the last three years of service up to eight-tenths of this average after thirty-two or more years of service. A maximum pension of P4,000 is established. Disability allowances will be granted after fifteen years of service on the ground of unfitness certified by the Director of Education and a Government health officer the allowance is to consist of an annuity of two-tenths of computed average salary. Medical reexamination are to be made twice each year, and by a curious provision such allowances are limited to ten
