The Pasig Type of Plan 20, has been constructed for use by several high schools, and cost data are available for these. The second general problem is that of distributing the cost of a building over the period of years for which it will be in use and thus placing the cost on the successive generations which it will serve. This is usually done in other countries by issue of bonds. Whether the economic development of the Islands makes this possible, is an open question. At least, the feasibility of issuing bonds of small denominations for the erection of school plants should be tried. The plan of a loan from the Insular Government to a province for a school-building program does approximate the same procedure. This plan has been followed with advantage in certain instances. If the Insular Government can issue and dispose of bonds covering such loans this constitutes essentially the plan desired. If the Insular Government cannot sell such bonds, school-building loans to the province will settle the problem for the provinces and municipalities, but not for the Insular Government. In any case it is helpful if the Insular Government can assume the temporary burden and then require the local government
