462 PRODUCTIVE ENERGIES AND SPIRIT OF MIASSACItUSETTS. five years, was 44.5688 per cent.; in each twenty years, 31.2950 per cent.; in each ten'ears, 15.8857 per cent.; in each five evcars, 7.6503 per cent.; and in each year, 1.4853 per cent. This last is.1433 per cent. per annumin greater than 1.34'20 per cent., the rate from 1790 to 1840. It will appear from these statements, that the average increase of the population of lMassachusetts was greater from 17,65 to 1790 than it has been since. Had the rate continued the same the number would have been 911,719 in 1840. Also. th' increase of Boston was, on an average, miuch less during the first twenty-fivl -ears than that of' the other parts of the Statc,,and much grcdatcr during the last two periods of twenty-five y-ears each, showing a tendency to centralization in Boston. The number of paupers in Massachusetts is large; 15,261 were supported b) the State in 1846; net amounit expended in their support, $301,707 0S, the State supplying i.333,852 of it. In all her precision and system we regret that Massachusetts excludles in her statistics all reference to her black population. Can this be designedly' Surely this class of population is sufficiently large there to attract especial notice. Why is there, then, not a single syllable in all of her (locuments relative to them? This is not so in slave States. We are not content here without knowledg(re of tile condition, prospects, and improvement of the blacks. Does not Massachusetts owe it to her sister States to show the results of her benevolent systems upon those who were formerly her slaves, anti whom, as she tells us, shl has been endeavoring to improve? Let us knIow their condition now, and their advances. Let us see the results of your experiment. You are not silent in meddlinrg with our affairs-excuse the'want of courtesy betrayed in thus intermeddling in yours. }e want.facts. Pass we now under review some of the volumes of Massachusetts State Documents. 1. Statistics of her Industry, published by the Secretary, 1845.
