We, the undersigned, judges of the election in One Hundred and Ten election district, certify that the foregoing is a correct list of the votes given at an election held on Monday, the first day of October, A. The returns of the judges of the election held on the first Monday of October, in pursuance of law, for a delegate to the thirty-fourth Congress, being duly examined, and John W. Whitfield having received a majority of the legal votes polled, is declared by the governor to be duly elected and a certificate of election by the governor, under the seal of the Territory, is accordingly issued to the said John W.
