Dear Sir
I yesterday rec.d y.r favor of April 26.tlh I am
glad to hear firoml you that the Mass'a: Troops alle COlflill,
on in large nluml)ers. Indeed Doctor the States in most
Credit ill Compliance with the Requisitions of Cono'ress
are very very backward and the afitilrs of the Continent
are consequently in a most alarmling Situation. I scratched
a Letter aind would not trust it to the Post. Perhaps I
shall send it by IM.r Payne who goes tomorrow.
I inclose a Paper which will show something of the
Shock of the old Continental Currenlcy.
If the Weather is ftilr Tomnorrow I think I shall be alble
to get up to the State House.

The General infborms you that Tents &c. will l)e much
wanted; and the Court will maike their "usutl Exertions."
Indeed Doctor I am pcisuladecd that in a compal.-rative
View Massachusetts will aplpear to hllve been among( the
most vigoI'rous States; but we are at this ilmoment in the
most dlisograceful and hiazardous Situation fiiomi thle Backwardness of' every individual State. Foreign Troops are
to garisonl 7West Point because foleiIn Troopls cant feed
themselves, and are paid. Our Qual.r aast.r gcn.. hats
been obliged to sell some of his provision to enable hiiimself to transport the rest to a Skeliton of' an Army in
VWrant of the very Pounds of meat or Floulr which he has
been forced to l)art with. If you kinow of a Compliance
with one Requisitiolln of Congress, iin Ttime &c Qtuantity,
do let me have it thtit I may show it to the I)elegates of
the 12 States who cannot produce a single Instance.
