Mr. MILLER, of Pennsylvania. -I move that the Convention now proceed to ballot. The PRESIDENT.- The Chair understands that the custom has been for the Secretary to call the roll. The several delegations then give in their votes to the Chair through their chairman. If any time is required, five or ten miniutes for this purpose will be allowed, if there is no objectioin. Mr. CAVANAUGH, of Montana.- Will it now be in order to offer a resolu tion? The PRESIDENT.- The Chair understands that the Convention has already decided that it will not give votes to delegates from the Territories. Mr. CAVANAUGH.- The delegates from these Territories respectfully present a resolution that ought to go upon the record. Do not let this Convention act like the Radical Congress. Cries of'i Order." The PRESIDENT. -The gentleman is not in order. The Secretary will call the roll.' 74
