"Nature has made all men free and equal: the distinctions
which are necessary for social order are founded alone on
public good.
" Man is born with inalienable and imprescriptible rights;
such as the unshackled liberty of opinion, the care of his honour and life, the right of property, the complete control
over his person, his industry, and all his faculties: the free
expression of his opinion in every possible manner; the worship of the Almighty; and resistance against oppression.
"The exercise of natural rights has no other limits than
those which are necessary to secure their'enjoyments to every
member of society.
"No man can be submitted to laws which he has not sanctioned, either himself, or through his representatives, and
which have not been properly promulgated and legally executed.
I' The principle of all sovereignty rests in the people. No
body, nor individual, can possess any authority which does
not expressly emanate from the nation.
- " The sole end of all government is the public good. That
good demands that the legislative, executive, and judicial,
powers, should be distinct and defined; and that their organization should secure the free representation of the citizens,
the responsibility of their deputies, and the impartiality of
the judges.
"The laws ought to be clear, precise, and uniform in their
operation, toward every class of citizens.
" Subsidies ought to be liberally granted; and the taxes
proportionally distributed.'" And, as the introduction of abuses, and the rights of succeeding generations, will require the revisions of all human
institutions, the nation ought to possess the power, in'certain
cases, to summon an extraordinary assembly of deputies,
