Author
JOSEPH KAHNE is an Associate Professor of
Educational Policy at Mills College where he directs
the doctoral program in educational leadership and
the Institute for Civic Leadership. His work focuses
on the academic, social, and civic development of
youth in school and community settings. His book,
Reframing Educational Policy: Democracy, Community, and the Individual, was published by
Teachers College Press in 1996. He has also worked
as a high school teacher in the New York City Public
Schools.
JOEL WESTHEIMER is an Assistant Professor
of Teaching and Learning and Fellow of the Center
for the Study of American Culture and Education at
New York University. A former New York City
Public Schools teacher and musician, he currently
works with schools to research the design, imple
