Platt, a lawyer and legislator of West Meriden, Connecticut, may have been the man referred to (see Welles' Diary, August 15, 1862), but Obadiah H. Platt of Missouri, appointed additional paymaster, June 1, 1861, and dismissed June 21, 1862, is another possibility.
