[1]   ADS-P, ISLA. On January 12, 1865, James Harlan, Edwin H. Webster, and Thomas H. Hicks wrote Lincoln recommending that G. Taylor Jenkins be permitted to visit Richmond. Jenkins and Hiatt have not been identified further, but were probably citizens of Maryland.
