Col. R. M. Hough & others War Department,
Chicago, Illinois Washington, D.C., March 17 1865

Annotation
[1] ALS, DNA WR RG 107, Presidential Telegrams, I, 372. The letter from Rosell M. Hough, president of the Chicago Board of Trade, has not been found. It probably referred to Lincoln's order to Huidekoper, September 1, 1864, supra.
