I withdraw the nomination of [Hugh M.] Herrick, as Assessor of Internal Revenue for the 9th. Collection District of New-York, in place of Homer Franklin; and substitute therefor a nomination of said Herrick for said office, to take effect March 20th. 1865.

[1] AD (ADf?), DLC. Bracketed portion is not in Lincoln's autograph. The circumstances which prompted Lincoln to renominate Herrick are not clear. A regular nomination for Herrick to replace Homer Franklin, dated March 10, 1865, appears in the Executive Journal (XIV, 274). The withdrawal and renomination as above, but bearing Lincoln's signature, appears in the Executive Journal on March 11 (XIV, 293). The Senate did not confirm the appointment.
