[1]   AES, DNA RG 204, U.S. Pardon Attorney, A 562. Lincoln's endorsements appear on a letter from Thomas D. Eliot, February 28, 1865, enclosing a petition for pardon for Zeno Kelley of New Bedford, Massachusetts, convicted on charges of fitting out a vessel to be engaged in the slave trade. Eliot and nine other members of congress signed the request which Lincoln required.
