John Cessna, representative in the Pennsylvania legislature, wrote Lincoln on September 28, 1864: ``The death of my father prevents my visiting you. If possible it would be just and fair & greatly to our advantage as well as your own could you construe the conscription law as to exempt for one (1) year all who paid commutation. Many of these are drawn & it operates very severely'' (DLC-RTL).
