This letter is written by Gen. Palmer; & I personally know Dr. Stephenson & believe him to be a good man. I know nothing else about the case & refer it to the Secretary of War. A. LINCOLN.

Palmer, recommending Dr. Stephenson for a sutlership at Camp Butler, Illinois. Dr. Benjamin F. Stephenson had served as surgeon of the Fourteenth Illinois Volunteers from April, 1862 to June, 1864.
