Lincoln's note was enclosed in a letter of U.S. Representative Ephraim R. Eckley to Brice of the same date, asking why Colonel Edward P. Fyffe, Twenty-sixth Ohio, Veteran Reserve Corps, could not get his pay. Brice endorsed the letter on December 21, 1864, that there appeared to be ``no difficulty on the part of Col. Fyffe drawing his pay, except the want of funds. . . . Major H. A. Hutchins, is now in funds, and Col. Fyffe can be paid. . . .''
