Lincoln's endorsement is written on a letter from John Foster, December 6, 1864, asking reinstatement as clerk in the office of the provost marshal general. Relating that he had been dismissed on charges of having made speeches in favor of McClellan's election, Foster submitted letters disproving the charges. No record has been found of his reinstatement.
