Lincoln's endorsement is written on an envelope filed with the record of John Scally, citizen of Maryland, convicted on charges of recruiting for the rebel army and sentenced to imprisonment for two years. The record shows Holt's recommendation of rigid enforcement on April 24, and affirmation of his recommendation on October 31, 1864.
