For failure to deliver 1,200 horses in February, 1864, Daniel Wormer, an army contractor, was sentenced, June 28, 1864, on the charge of wilful neglect of duty, to imprisonment not exceeding one year and a fine of $2,000. In the similar case of John Spicer of Illinois, Spicer was allowed to give bond for the amount of his fine (DNA WR RG 153, Judge Advocate General, MM 1426, May 16, 1864). The Black case has not been identified.
