[1] AES, IHi. Lincoln's endorsement is written on a letter of Paymaster Orlando S. Witherill to Paymaster General Timothy P. Andrews, June 27, 1864, recommending Lieutenant M. P. Owen, Twenty-fourth Missouri Volunteers, for appointment as paymaster. The letter bears several concurring endorsements in favor of Owen. No record of Owen's appointment has been discovered.
