Mr. Buttz wishes to return to Portsmouth. I will not force him back into Gen. Butler's Department, contrary to his will; but I will be obliged if Gen. Butler will hear him on the question of what his future conduct will be, and restore him if he shall think he safely can. A. LINCOLN.
